Yes, but nowhere is there an option to turn on receiving premium sms messages.

MIUI has brought some issues with premium SMS in the past, so I would ask you to check the following steps and if you can enable an app for premium SMS:
- Open the Settings
- Tap on Privacy protection
- Tap on Special permissions
- Tap on Premium SMS access
