Oukitel C12 camera

My camera doesn't seem to work. The actual camera says "can't connect to the camera. Please make sure to close other apps that may use camera or flashlight." Other apps that involve the camera like snapchat say "cant connect to camera. Try restarting the device. " All apps that involve the camera do not allow me to use it. I have tried restarting my devise dozens of time with very little success, The couple times the camera has worked only lasted a very short period of time, I have went into my setting but am unable to locate the root of the problem or how to fix it. What do I need to do in order to use my camera on my phone!
