Yes, they are disabled.

Have you checked the background data usage of apps?

Please, follow these steps: Settings > Apps & Notifications > View all apps > Choose an app > Mobile data and Wi-Fi > Background usage and/or Unrestricted data access

According to a user, the system app "Duraspeed" is a background app killer. Please navigate to Settings > Apps > Show system apps > Duraspeed and take a messenger app as an exception that is always allowed to run in the background.

Please try this and report back.

I don't have Duraspeed installed on my smartphone. Should I install it?

Since the reports of the users are rather negative, I would not install Duraspeed voluntarily.

So if the problem is not that either, I will talk again with my colleague. Maybe he still has a crucial idea.
